At a secret meeting in Washington FBI Assistant Director Harry Guttman is told that the Soviet Union has been infiltrating the highest levels of American government. $50,000 has been wired by Russian intelligence officers in New York to a Japanese bank in Los Angeles. Special Agent James Nessheim has a local informant who's willing to help. But right after telling Nessheim he's discovered something important, Billy Osaka disappears. It turns out that lots of people are looking for Billy. The trail leads Nessheim through the mock-chateau of a Studio head, a high-class gambling club, the dense streets of LA's Little Tokyo, a newspaper mogul's castle full of distinguished European emigres and a tuna cannery.
