At a secret meeting in Washington FBI Assistant Director Harry Guttman is told that the Soviet Union has been infiltrating the highest levels of American government. $50,000 has been wired by Russian intelligence officers in New York to a Japanese bank in Los Angeles. Special Agent James Nessheim has a local informant who's willing to help. But right after telling Nessheim he's discovered something important, Billy Osaka disappears. It turns out that lots of people are looking for Billy.
